All other planets apart from rahu and ketu become retrograde time to time only as they transit through the 12 zodiac signs along their orbit and after a certain time again they become straight or starts moving clockwise.
In my own opinion if the planet is aNatural Malefic in that case Retrogression of the planet will increase the negative effects than another Malefic planet in horoscope which is not a retrograde planet. If a Planet in horoscope or kundli is Natural Benefic in that case Retrogression of the planet will increase the positive effects than a Benefic planet which is actually not retrograde.

- Any planet in horoscope is strong when the planet becomes retrograde if it does not goes to its debilitation sign.
- Any Retrogression of a planet in horoscope gives the planet Chestabala (among many other important bala in astrology) or motional strength and gives result as per it lordship in the chart. If the lordship is good then the result will be good and there will be gradual progress in life regarding the part of life. But if the lordship is not good then it will bad results related to that part of life for the person.
- If a planet is exalted in a chart but retrograde as well then it will not act like a debilitated planet what many other people think
- If a Planet is retrograde in horoscope then it not only become strong but it also gives results like exalted planet only if it is not it is posited in the inimical sign or debilitated sign (Some astrologers do not agree with this rule at all).
- When a benefic retrograde planet is occupying the laxmi stana houses like 5 and 9th they give good result. On the other hand a malefic retrograde planet goes to houses like 3rd, 6th, 8th and 12th.

But as far as I can understand after seeing planetary combinations of your horoscope to get visa at this time could be little bit challenging as long as the month of November is not over, from the month of December 2020 there could be a little chance to get the visa approved. The combination of visa approval in astrology in your horoscope as per position of planets and houses are not connecting with each other.
There is another problem of transit. In transit only i can see the connection is happening after November 2020. From December it is not like, that out of the blue everything will be ok or magically something will happen and you will be able to get visa approval. But from that time to get the visa possibility will become higher than before December. Due to the bad influence of rahu in your kundli you are advised not to go for any monitory dealing with anyone during this period, the money can be cheated.
astrologically speaking, 1st and 12th house both deals with Visa and permanent settlement in foreign land in vedic astrology. Among them 1st house and the lord of the house alone deals with visa approval. In your case the 1st house planetary connection should be with 11th house and 9th. As it is the matter of foreign land so the 9th house of the horoscope must come into the picture. So, when these three houses or planets (lords) will come in contact in dasa antar dasa or pratyantar dasa and also there will be some connections in the transit chart, then the visa approval in your case is possible, otherwise not.
Until November there is no possibility of this connection but yes after November means from December the combination of visa approval is connecting with each other partly. Hence I said after November also do not expect any magic or all of a sudden thing, but it will progress gradually. Better to say, there is a delay in getting the visa actually.
